He eventually "retired" and somehow lost the bulk of his wealth. Ferguson then became a crime broker. Based in Kiefer Square, he specialized in arranging "jobs" between black masks(super-villains) and those that needed their special services. He was also active in other illegal activities, trading caches of illegal commodities to hoodlums in the Sweatshop area.
