They transformed astronauts into the Apollo Eleven along with their direct representative L.G.M.. Their mission was to determine whether Earth was good enough to join the Continuum or was a potential threat that needed to be eliminated.
They used The Incarnate as their emissary judge, who first appeared in 1977.
They are likely on a higher echelon than the Galactic Council, which might just be concerned with more local matters. Starwoman, whose race the K'ntarians are a driving force on the Council, went to the Continuum on our behalf in 1982 when they passed judgement on Earth.
