The Wasting is some event that the second Jack-in-the-Box and presumably the 1990s Irregulars time traveled into the future to stop from happening. It's unclear what exactly "The Wasting" is and who or what is responsible for it and when it was supposed to happen before the heroes intervention. And this might be just a tantalizing name-dropped event that we'll never get further details about.
