Besides his Astro City mob association during the 1950s, "Fixer" Sullivan, as the name implies knew how to "fix" elections.
History
Along with Johnny Maxwell he attempted to rig the 1952 elections in Astro City. Found out by Alan Craig, the mobsters attempted to find and silence the mailman, but they were defeated by the man who ultimately became the Silver Agent.
