The Pale Horseman burst onto the scene in 1984 from the gathering darkness and no law-breaker was safe from the top super villains to the petty child thieves. He incinerated them all. The Pale Horseman

Draped in his tattered cloak, astride his skeletal horse, the horrific Pale Horseman rode on fire. A ghostly hunter of those individuals who violated his sensibilities of society's laws and rules. This could be anyone, committing any crime. The scope of his vengeful wrath ran the gamut from hardened killers to thoughtless jaywalkers. All types of violators numbered among his victims. He would approach his prey, his skinless steed galloping upon the very air, and with supernatural abilities, wither him, her or them, to a shriveled, bony mass.

During his time on this world, no one in Astro City, the criminal and the law-abiding alike, felt safe.

The Pale Horseman burst onto the scene in 1984 from the gathering darkness and no law-breaker was safe from the top super villains to the petty child thieves. He incinerated them all. He was about to do so to Otter, Mister Toad and Owl one evening before Street Angel intervened leading the Horseman away. The Street Angel had previously escaped him, but on this night he would meet his fate like all of the criminals.

But at the same time, the Pale Horseman felt something tapping into his power, which the Silver Agent revealed was the rip in reality opened by the Point Man during the Rise of Kerresh the Devastator. Lord Sovereign was the one attempting to raid that power source. The two beings came into contact and fought. It appeared both were slightly weakened and trying to go, but the Agent managed to shut machines that powered Sovereign down and closed the rift, blinking both beings out of this world. Observations

Pale Horseman comes from the Bible as one of the Four Horsemen of the Apocalypse representing death.
