Small time crooks, about as small as they get and still register on a police blotter.
History
The trio seems to know the worst times to pull jobs, usually right under the patrolling noses of some of Astro City's most famous super-heroes. In consecutive months in 1995, they were given a good confetti blast by Jack-in-the-Box and later tried pulling an armored car heist that got them nabbed by Winged Victory.

Any likeness to comic book creators Kurt Busiek, Alex Ross, and Brent Anderson is not considered coincidental, and is probably purely intentional.
Speculations, Theories
Could they also be the criminals seen in Kurt Busiek's Astro City Vol. 2 #9 apprehended by Brian Kinney in his debut outing as the Confessor?
