History Kidnapped and replaced by the Enelsians, the fake Mayor Stevenson repeatedly attempted to marginalize the heroes of Astro City by denouncing them, turning public opinion against them, instituting a hero registration system, and, finally, using registration non-compliance as a pretext for capturing and incarcerating them. After the true Mayor Stevenson was rescued from the mothership, he vowed to try to repair the damage his duplicate had created.
